Update diversion surcharges – North Sea ports traffic

With reference to our most recently sent newsletter on the subject of diversion traffic, we would like to inform you about a current update.

After further coordination with the infrastructure partners involved and additional operational adjustments, it has been possible to continue to secure limited capacities for partial traffic on the route via Passau. This means that not all traffic has to be routed via the significantly longer diversion routes via Salzburg.

Although the majority of traffic continues to be affected by infrasstructural restrictions, temporarily reduced route capacities and diversions, there will be selective operational relief, which we will pass on to our customers accordingly.

For this reason, we are able to reduce the announced diversion surcharges for the Enns / Vienna / Graz – North Sea ports traffic from the original EUR 55,–/TEU to EUR 48,–/TEU. This applies to all transports from the service date of 14.06.2026.

The other framework conditions around the infrastructural restrictions – in particular the total closure of Obertraubling – Passau and the further reduced train weights and train lengths on the diversion routes –  remain unchanged.

Update

With reference to our last newsletter on the introduction of Energy Emergency Surcharge (EES) at Austrian terminals, we would like to inform you about a current update.

The WienCont terminal has announced an adjustment to the existing EES due to the current development of energy costs.

With effect from 5th May 2026, the surcharge will be reduced from the original EUR 1,80 to EUR 1,40 per handling. We pass on this adjustment accordingly.

Due to ongoing an worsening infrastructural restrictions in the German rail network, we are forced to adapt existing measures and introduce additional surcharges.

Adjustment of the Diversion Surcharge

As already announced, extensive construction work on central corridors will lead to necessary diversion traffic and significantly longer distances. The situation has further worsened compared to the original plan.

In particular, the total closure on the Obertraubling – Passau section, originally planned for the period from 10th July to 11th December 2026, will now begin as early as 14th June 2026. As a result, the affected traffic will have to be routed via diversion routes – especially via Salzburg – earlier than planned.

In addition, the framework conditions on the diversion routes have deteriorated further: The capacity restrictions have been tightened again, as both even lower train weights and even shorter train lengths now have to be used.

For our services to the Enns / Vienna / Graz – North Sea ports routes, the existing diversion surcharge will be increased from EUR 24,– per TEU to EUR 55,– per TEU and will be charged as early as 14th June 2026 (performance date).

Overall, it can be assumed that the load on the German rail network will not ease in the further course of the year, but will continue to increase. The adjustment is necessary because diversions are associated with significantly higher costs and operational constraints, including due to:

  • Extended routes
  • increased energy consumption
  • additional use of personnel, locomotive and wagon ressourced
  • massively limited capacities, due to reduced train weights and shortened train lengths

 

Introduction of Energy Emergency Surcharge (EES) at Austrian terminals

Due to persistently high energy costs, the WienCont terminal has decided to introduce an Energy Emergency Surcharge (EES) announced. We will pass on this surcharge as follows:

EUR 1,80 per handling from 1st April 2026

If other terminals introduce similar measures, we will of course inform you immediately.
