Adjustment of infrastructure surcharge from 15.06.2025
due to ongoing operational challenges and rising infrastructure-related costs, we are compelled to adjust the current Infrastructure Surcharge for services between Hamburg, Bremerhaven, Wilhelmshaven and the Austrian terminals from EUR 15.00/TEU to EUR 19.00/TEU, effective from 15 June 2025 (date of service). For the sake of clarity, we will continue to include in the Infrastructure Surcharge costs that are operationally attributable to terminal and line congestion, rather than listing them separately.
Key reasons for this adjustment:
- Track cancellations and short-notice route diversions:
Ongoing short-term construction works increasingly require us to reroute trains, e.g. via Salzburg instead of the usual route via Passau. In the first four months of this year alone, we had to divert a significant number of trains via Salzburg. This results in longer transit times, higher personnel requirements (in some cases three instead of two shift changes), as well as reduced train lengths and lower train tonnage. The situation is expected to worsen next year due to major construction projects that will further restrict route availability.
- Yard congestion and charges in the port area (HPA):
At the port – especially in Hamburg – delays are occurring with increasing frequency, leading to chargeable idle times. The so-called HPA storage fees, which are already included in our Infrastructure Surcharge, continue to rise due to growing bottlenecks and significantly highercoordination efforts.
We remain committed to providing economically viable and transparent solutions for our customers while maintaining a stable rail network on these key routes – even under challenging conditions. This adjustment reflects the increased operational demands and external costs we are currently facing.

Due to the current challenges in rail freight transport, our partners in Germany have decided to adjust the infrastructure surcharge. This will take effect from September. In recent weeks, the general conditions in rail freight transport have deteriorated again. Various factors are contributing to this difficult situation. Unexpected construction work and rerouting traffic are causing additional costs and logistical challenges. The handling quality at the ports has deteriorated and train planning is becoming increasingly difficult. Delays and loading interruptions are now the order of the day. In line with this change, we will also have to adjust our infrastructure surcharge for German destinations from 1.09.2024 (dispatch date) as follows:
Traffics between HH/BHV/WHV to DE-terminals: from EUR 22,- to EUR 28,- per TEU
Please note that this increase only affects domestic German traffic. The infrastructure surcharge tothe AT terminals remains unchanged at EUR 15,- per TEU. However, we reserve the right to adjust this in the future if necessary.

In view of the increasing challenges in rail transport, we would like to inform you about an important adjustment that affects our infrastructure surcharge.
In recent months, we have already reported in our newsletter on the ongoing situation, such as infrastructure congestion, last-minute changes to shipping company timetables and quay operations. Above all, however, the handling backlogs at the seaport terminals in recent weeks and months are making it difficult for us to connect to the hinterland. In addition, there are now an increasing number of unplanned construction works across the entire rail network, which are causing shortterm timetable adjustments and cost-intensive detour. These more difficult conditions have led to rising costs for us, which we have borne alone to date. The current developments and ongoing challenges have gradually developed into a permanent situation that makes an increase in the infrastructure surcharge unavoidable. In order to give you an appropriate lead time, we will only adjust the infrastructure surcharge as follows from 01.07.2024 (dispatch date):
Traffic between HH/BHV/WHV to AT-terminals: from EUR 9,– to EUR 15,– per TEU
Traffic between HH/BHV/WHV to DE-terminals: from EUR 16,– to EUR 22,– per TEU
Please note that the compensation for the reduced train path price subsidy (TraföG) will continue to be taken into account in the infrastructure surcharge, for which this surcharge was originally intended.
